Resolutions from
Episcopal Diocese of West Texas Canon 1, The Diocesan Council:
"Section
15.
(a)
All resolutions presented to the Council for action shall before a
vote thereon, be reduced to writing and a copy thereof presented to
the Secretary.
(b)
Unless specifically exempt from this Canon by a two‑thirds majority
of the voting delegates present, any resolution dealing with serious
moral issues that deeply concern national or international affairs
must be submitted to the Secretary of the Diocese at least 30 days
prior to annual Council and must be printed and in the hands of the
delegates to the annual council no less than one week prior to the
convening of that Council.
It
shall be the responsibility of the presiding officer of the Council
to rule upon whether or not any given resolution falls within the
scope of this Canon. However, be it further provided that should
the presiding officer's ruling be challenged by any voting delegate,
the issue of whether or not any given resolution falls within the
scope of this Canon must then be placed before the Council for its
vote and a two‑thirds majority of the voting delegates present shall
be required to overrule the chair."

Six resolutions have been presented for consideration at
diocesan Council on February 17-19, 2005 as of January 12.**
Constitution & Canon Changes to be Presented at
Council 2005
Four canon
changes are being proposed by the Constitution and Canons Committee
as of January 14, 2005. The proposals below are contained in
the Report
of the Committee on Constitution & Canons.

Proposal 1 pertaining to Canon 1 Section 1(b) entitled "The
Diocesan Council" relating to voting membership

Proposal 2 pertaining to Canon 1 Section 15 (a) entitled "The
Diocesan Council" relating to deadline of December 31 for
resolutions to come before Council.

Proposal 3 presenting a substitution for Canon 15 entitled "Of
Episcopal Schools"

Proposal 4 amending Canon 5 entitled "Executive Board
Departments by adding a new Section 9 to be entitled "The
Department of World Mission"
